The differences in hardware are:
1. Faster Processor : 600MHz in E72 vs 369 MHz in E71.
2. More Memory : 250 MB in E72 vs 128 MB in E71
3. Higher resolution camera : 5 MP vs 3.2 MP
4. Built in Accelerometer : The display on the screen will rotate automatically when you rotate the phone.
5. Built in e-compass : Map Applications can automatically show the direction you’re facing.
6. Micro-USB charging : You can charge the phone via PC/Laptop from any Micro-USB cable if you forget your charger.
7. Optical scroll button : In addition to the regular up-down, left-right buttons, there is a optical button, on which you can just move your hand for moving on-screen – similar to (but not the same as) a laptop touchpad.
8. Updated Phone Software : Leading to better looks, faster running & S.No. 9 below.
9. Slight improvement in battery life : About 10% or so, due to the improved phone software & other tweaks.
10. Active Noise Cancellation : Clever arrangment of 2 mikes to remove background noise & allow only your voice to be heard at the other end, while speaking.

In answer to your second question:
On paper, the E72 is the clear winner over E71. But the E72 has not yet been launched & we cannot tell how the phone will be in real life unless it is launched & users give their feedback.
The good news is that the hardware is good & Nokia normally releases a software update 3-4 months after launch to take care of any bugs.
If you do not have an immediate requirement & can wait for 3-4 months (as per Nokia tentative launch plans), the best thing would be to wait for the phone to be launched, see the feedback & then buy the phone to get the latest software.
