To make themes for a Nokia phone you will need a tool called “Carbide.ui Themes Edition” (there are some aditional plug-ins for some of the phones) You can find it (free) at http://www.forum.nokia.com/Tools_Docs_and_Code/Tools/IDEs/Carbide.ui/

But no, you cannot edit already created sis files just as you cannot (legaly) modify already created books or songs if you do not have the original manuscript (theme project).
